Lancé en 1933 comme bâtiment océanographique pour la Marine marchande (chantiers Worms) le Président Théodore-Tissier est transféré à la Marine Nationale en 1938. De 1940 à 1947, il sera utilisé comme annexe de l'école navale. Durant cette période, il participa notamment à la tentative d'évacuation des forces alliées encerclées du 11 au 13 juin 1940 à Saint Valéry en Caux. Le 3 juillet, il est saisi par la Royal Navy et est réarmé en FNFL (Forces navales de la France libre).Le 21 juin 1947, il est cédé au Service des pêches maritimes.
